Arthur Troop Scholarship


Ten Scholarships, awarded in the name of our Founder, are awarded annually - one for each grouping of countries in which we have member Sections, namely Africa, America, Australasia, Asia and Europe.  This is in order to support professional education and to complement advanced training.

Each Scholarship consists of a bursary of not more than 3,000 Swiss Francs which is to be used for the attendance at a seminar at the International Conference Centre 'IBZ Schloss Gimborn', or at a comparable institution, and shall include travel expenses.

IBZ Gimborn is a conference centre for police officers and was created by police officers.  It is situated 30 miles (48kms) East of Cologne in Germany.  Further information can be obtained by visiting the Gimborn web site.

The courses vary from year to year and applicants are asked to indicate their special interest area, their reason(s) for applying and submit their application to their Regional Committee for endorsement and forwarding to the NZ Secretary-General.  Each scholarship will be awarded only to IPA members in Police service, and preference given to the younger members. Our own magazine editor, Jillian Reid won was awarded the Arthur Troop Scholarship for 2007 and travelled to Euorope researching policing and communication networks.

Once a member has been selected, the New Zealand Section of IPA will submit the successful application to the International Professional Commission (IPC) together with a supporting statement. The closing date for receipt of applications by the NZ Secretary-General is 1st July and by the IPC the 30th September.

Applicants will be selected by the IPC for the scholarships and the IPC Chairman will submit up to ten (10) suggestions to the Permanent Executive Bureau (PEB) The decision of the PEB is final and no correspondence will be entered into.

The International Secretary General will inform, in writing, the successful candidate and the NZ National Section.  Successful selections will also be circulated in the International Newsletter

On being awarded the scholarship, the bursary shall be paid to the applicant from International Funds, upon written application to the International Secretary General after the study seminar arrangements have been finalised.

The selected scholarship winners are required to write a report to the PEB on completion of their chosen seminar.

Scholarship awardees shall be disqualified from making any further application for a period of five years.
