Communication today is taken for granted, but how did the New Zealand Police manage before telephones and radios arrived?

A recruiting requirement for the first Police was the ability to read and write, not to enable good notebook use but because they also delivered the mail. In fact letter mail was the only system available and whilst it was fine for routine police work, nothing existed for urgent messages for many decades.
