For almost ten years at the beginning of the twentieth century the New Zealand Liberal Government had maintained tight control of its labour force through the auspices of the Industrial Consolidation and Arbitration Act (ICA Act), creating a medium through which all industrial disputes had to be resolved through Conciliation Boards and Arbitration Courts.
